Kind of on the low side really. I upgraded my PC for Skyrim and my old PC would have fitted into Reccomened Specs with ease. This is no Witcher 2.
The other interesting fact is that the game is only 6GB install. I hope this means no pre-rendered videos. Oblivion had a intro video and thats all I remeber. The Witcher 2 is 15gb with 3gb being set aside for pre-rendered video. Oblivion was 3gb I think, maybe 2.5. A better comparsion would be fallout New Vegas which is 6.9gb with 336mb of video.
Etherway, its good because it means it does run on older machines but you can see how the consoles has held back the title from what it could be. Good thing PC has mods and hopefully the limits in the game can be extended on by the fans like they did with Oblivion.

from what i've read those settings are for high where as the pc is rumoured to have an ULTRA setting, which requires a slightly more powerful machine than recommended, or so an article on escapist said anyway

At the end of the day the game is only running on the DirectX9c API so its limiting the features of what new cards can do today.
